Service A

Health Impact Assessment (HIA)

For projects where the Ministry of Health requires a standalone HIA under Decree 21/PM 2019. We deliver reports that meet MOH's exact requirements — with the epidemiology, community consultation, and Lao-language outputs to get first-time approval. Typical timeline: 4–6 months for large projects.

What We Do
  • Screening & Scoping — define health issues, geographic scope, and vulnerable groups
  • Baseline Health Assessment — household surveys, facility data review, environmental sampling (air/water/soil)
  • Risk Prediction — WHO AirQ+, risk matrices, burden of disease modelling
  • Communicable disease risk (HIV/STIs, malaria, dengue, waterborne disease)
  • WASH assessment, occupational health and safety review
  • Mitigation & Health Management Plan — actionable measures, budget, roles, monitoring indicators
  • District and provincial stakeholder workshops — facilitated in Lao language
  • Monitoring support — train project and district health staff to implement HMP
Key Deliverables
  • Full HIA Report (Lao & English)
  • Executive Summary in Lao and English
  • Health Management Plan (HMP) with budget and M&E indicators
  • MOH submission package — ready to submit
  • Community health summaries in plain language

Gender Analysis & Gender Action Plan (GAP)

Align with ADB, World Bank, and GCF gender requirements — and go beyond compliance. Gender-sensitive consultations include women's FGDs, female facilitators, and safe spaces.

Enquire about Gender & GAP →
What We Do
  • Gender Baseline Study — disaggregated data on access to health, water, income, and decision-making
  • Gender Risk Assessment — GBV, SEA/SH risks from labour influx and unequal benefit distribution
  • Gender Action Plan (GAP) — targets, indicators, budget, and monitoring for full project lifecycle
  • Gender-sensitive consultation design — separate women's FGDs, female facilitators, safe spaces
  • GBV prevention and response protocol design

Service D

Climate Risk & Vulnerability Assessment (CRVA)

Required by GCF, ADB, and increasingly by MOF/MONRE in Lao PDR. We use CMIP6 climate projections for mainland Southeast Asia combined with GIS-based exposure mapping to assess what climate change means for your project's assets, communities, and health systems — and what adaptation options are cost-effective.

Enquire about CRVA →
What We Do
  • Hazard Analysis — flood, drought, landslide, heat stress projections using CMIP6 data for Laos
  • Exposure & Vulnerability Mapping — project assets + communities + climate hazards overlaid in GIS
  • Health-Climate Linkage — waterborne disease, heat stress, nutrition, and vector-borne disease risk under climate scenarios
  • Adaptation Options — cost-benefit analysis of climate-resilient design, early warning, health system readiness
  • Climate finance readiness assessment (GCF, Adaptation Fund, ASEAN Climate Finance)
  • TCFD-aligned disclosure support for financiers and project developers
Key Deliverables
  • CRVA Report with CMIP6-based hazard projections
  • GIS exposure and vulnerability maps
  • Adaptation Action Plan with cost-benefit analysis
  • Climate Finance Readiness Assessment
  • TCFD-aligned climate risk disclosure section

Service E

Integrated Assessment Package

Most projects need HIA + SIA + GAP + CRVA. Running them separately with different teams costs more, takes longer, and produces conflicting recommendations. Our Integrated Package bundles all four into a single team, unified baseline, and coordinated stakeholder process — typically saving clients 20–30% in cost and 2–3 months in time.

Enquire about the Integrated Package →
What's Included
  • Full HIA (Service A) — MOH-compliant with submission package
  • Social Inclusion & Stakeholder Engagement (Service B)
  • Gender Analysis & GAP (Service C)
  • Climate Risk & Vulnerability Assessment (Service D)
  • Single integrated stakeholder consultation process — no community fatigue from multiple rounds
  • One unified baseline data collection — disaggregated for all four assessments
  • Consolidated Environmental & Social Management Plan (ESMP)
Key Benefits
  • 20–30% cost saving vs. separate assessments
  • 2–3 months faster delivery — one scoping, one field mission, one reporting round
