Who We Are

Lao-registered.
Internationally rigorous.

SP Growth Advisor is an independent consulting firm providing evidence-based Health Impact Assessment, Social Inclusion, Gender Analysis, and Climate Risk advisory for infrastructure and resource development in Lao PDR. We help developers, financiers, and government agencies meet regulations and protect communities — without the conflict of interest that comes from contractor-aligned consultants.

We exist to
change that.

SP Growth Advisor was established to fill a real gap in Lao PDR: the need for a truly independent, technically rigorous, and locally embedded firm that can deliver Health Impact Assessment, Social Inclusion, Gender Analysis, and Climate Risk work to international standards — without being affiliated with project contractors.

We serve hydropower, mining, industrial zone, agriculture, transport, and urban development projects. Our clients include developers seeking MOH approval, financiers requiring IFC or World Bank compliance, and government agencies building evidence for national planning.

Our team includes public health specialists, epidemiologists, sociologists, gender experts, climate scientists, and GIS analysts. Our field staff speak Lao, Khmu, and Hmong — and have worked in every major province across Laos, from Phongsaly to Attapeu.

Our Mission

To provide independent, evidence-based impact assessment and advisory that helps development projects meet Lao PDR regulations and international standards — while genuinely protecting the health, rights, and livelihoods of affected communities.

Our values

01
Rigour
We uphold the highest standards of technical analysis, drawing on peer-reviewed methodology and internationally recognised frameworks.
02
Inclusion
We ensure the voices of women, ethnic minorities, people with disabilities, and other marginalised groups are systematically heard and reflected.
03
Integrity
We deliver findings honestly, even when they are inconvenient, because our clients and communities deserve the truth.
04
Partnership
We work alongside governments and communities, not above them — building local capacity at every opportunity.
05
Adaptability
Complex challenges require flexible, context-sensitive responses. We tailor every engagement to the realities on the ground.

Our six-step process — aligned with MOH and international practice

Step 01

Screening

  • Determine whether a full HIA/SIA/CRVA is required under MOH, IFC, or funder rules
  • Define geographic scope and key impact pathways
  • Flag vulnerable groups and high-risk areas early
Step 02

Scoping

  • Define detailed Terms of Reference and methodology
  • Agree on boundaries, indicators, and data sources
  • Design stakeholder engagement plan and sampling framework
Step 03

Assessment

  • Household surveys via KoboToolbox, FGDs, KIIs, environmental sampling
  • Data disaggregated by sex, age, ethnicity, and disability
  • GIS hazard mapping, CMIP6 climate projections, disease burden modelling
Step 04

Recommendations

  • Risk matrix scoring — significance, probability, reversibility
  • Mitigation hierarchy: avoid → minimise → mitigate → compensate
  • Actionable management plans with budget and responsibilities
Step 05

Reporting

  • Full reports in English and Lao language
  • MOH submission package (HIA) or funder compliance package
  • Community summaries in plain language — accessible to all
Step 06

Monitoring Support

  • Train project and district health staff to implement management plans
  • Provide monitoring checklists, indicator dashboards, and reporting templates
  • Available for follow-up audits and mid-term reviews
